NTEU Chapters 228 and 213 have signed an MOA with DOE on new smoking restrictions. This MOA changes Article 46 of the Collective Bargaining Agreement.

The General Services Administration (GSA) has issued additional guidelines on Protecting Federal Employees and the Public from Exposure to Tobacco Smoke in the Federal Workplace. Recent studies have concluded that cigarette smoking is the number one preventable cause of disease and premature death worldwide and that the harmful effects of smoking can extend to co-workers and members of the general public who are exposed to secondhand smoke as well. In the new guidelines, smoking is now prohibited in courtyards and within 25 feet of all doorways and air intake ducts in government owned or leased space.
In order to comply with these new guidelines, smoking is no longer allowed in the courtyard area(s) of the Forrestal Building. The new designated smoking area for the Forrestal Building is the south side of the South Building, 25 feet from the entrance. The new designated smoking area for the Germantown complex is on the south side of the Germantown “C” wing entrance, 25 feet from the doorway.
The effective date of the change is June 22, 2009.
