Performance Awards
NTEU has negotiated a new performance award system, allowing for cash payments or time off awards for employees rated "meets expectations" or "exceeds expectations." See the presentation on performance awards in the document section to the left.
New Performance Apprasial System
DOE's new appraisal system is causing confusion both among employees and managers. NTEU is committed to working with employees in resolving issues with the new system. Our collective bargaining agreement contains the following statement, allowing employees up to 5 days to provide comments on their apprasials, and 15 days to challenge them....
"Each employee is entitled to a meeting with the rating official for presentation and discussion of the annual performance appraisal. This can be an opportunity to clarify any new performance expectations. Employees may add written comments to the performance appraisal and return it to the rating official within five (5) work days. Such employee comments on the back of the appraisal become a part of the appraisal record. An employee may, upon request, be given a reasonable amount of administrative leave, up to two (2) hours, to prepare written comments."
"A current performance appraisal may be challenged by the employee within fifteen (15) work days of the issuance of a copy of the rating in accordance with the procedures outlined in Article 11, or within fifteen (15) workdays of its use as the basis for a decision on a Performance-Based action against the employee in accordance with Article 45, Section 45.05.A. Any other grievances filed by the same employee during the processing of a performance appraisal grievance which may be affected by the outcome of the performance appraisal grievance will be held in abeyance pending the outcome of the performance appraisal grievance. A successfully challenged appraisal will become the appraisal of record and the grieved appraisal will be destroyed."

Travel Outside of Normal Working Hours
The Office of Personnel Management released new regulations on compensatory time for employees who must perform work related travel, for which they do not receive compensation under previously existing laws or regulations. Please see the NTEU - DOE Memorandum of Agreement on these new regulations in the documents section.
Electronic Official Personnel Files (e-OPF)
DOE has implemented electronic official personnel files. NTEU entered into an agreement with DOE on January 19, 2007 regarding the implementation of this new system. Instructions for accessing the e-OPF are provided in the "Documents" section of the web site. See the e-OPF brochure link on the left of this page. Note that you must be at a DOE computer or logged on to DOE's network via VPN to access your personnel file.
